Based on your description, you’re using Excel on a Chromebook and can’t access the Analysis ToolPak, which appears as unavailable or administrator blocked.
Currently, the Data Analysis ToolPak is only available in Excel app for Windows and Mac. The version of Excel can be used on Chromebook is Excel for the web. Unfortunately, Analysis Toolpak is not available in Excel for the web.

In case your organization has blocked access, you may not be able to open the web link using your school account and may see a “blocked by administrator” message. In this case, please contact your school’s IT department, or try accessing it using your personal Microsoft account instead.
In the meantime, this would be a good addition to Planner. I recommend that you submit your feedback through the Excel Feedback Portal to let the relevant team know about your requirement. This is the best platform for sharing feedback directly with the product team, who regularly review customer suggestions. The more votes a feature request receives, the more attention it gets. Many features are developed or improved based on customer feedback, benefiting both you and other users.
