Encountered issue when deleting Reource Group using Azure Cloud Shell ....

@Fred Ngai , try below steps to delete the resource group:

Check for any Management Locks by running below command in Cloud Shell or PowerShell:

Get-AzResourceLock -ResourceGroupName <resource_group_name>

If you see locks, remove them:

Remove-AzResourceLock -LockName -ResourceGroupName

List & Clean Up Stuck Resources

List resources in the group:

Get-AzResource -ResourceGroupName <rgName>

If anything is still there, try deleting it individually:

Remove-AzResource –ResourceName –ResourceType –ResourceGroupName –Force

Unlink or Reassign Billing in Your Azure DevOps Org

Because this RG was provisioned by your Azure DevOps organization, it’s still “owned” by that billing endpoint.

In Azure DevOps =>Organization Settings =>Billing, detach this subscription or move it to a different billing account.

Once billing is unlinked, the RG is no longer “locked” by DevOps and you can delete it.
