To better assist you, could you please let me know which subscription you currently have? You can verify this by going to your Microsoft 365 Admin Center > Billings > Your products and checking your subscription details.

If you are using Microsoft 365 Business Basic, please note that it only provides access to web-based apps and does not include the desktop Office applications. To use the desktop apps, you would need at least a Microsoft 365 Business Standard plan. Excel on all computers requires a Microsoft 365 business plan that includes the desktop Office apps.

From the available plans in context:

• Microsoft 365 Business Basic
  • Does not include the desktop versions of Word, Excel, PowerPoint, etc.
  • Provides essential online tools and business email.
• Microsoft 365 Business Standard
  • Includes everything in Business Basic plus the latest desktop versions of Word, Excel, PowerPoint, and Outlook installed on devices.
  • This is the first business plan in the list that explicitly includes the full desktop Excel app for installation on multiple computers (subject to Microsoft’s standard per‑user install limits).
• Microsoft 365 Business Premium
  • Includes everything in Business Standard (so also the desktop Excel app) plus enhanced security and advanced device management.

To update the plan so that all users get Excel on their computers, move users to at least Microsoft 365 Business Standard (or Business Premium if advanced security and device management are also required).
