When I click the Copilot icon in my Excel the underlying menu is empty

The user has a co-pilot license. It suddenly turn in to empty suggestion.

I have done this so far

check  Essential File & Storage Fixes

Verify Account and License Update

and Check Channel Enable Privacy Settings 

Clear Cache and

Restart repair office online 

Version 2602 (Build 19725.20170) - Monthly enterprise channel

    As I checked in my Excel, I see that if you click on the Copilot button in the Excel app, it will appear like this image:

    1/ The "Hidden" Connected Experience Toggle 

    Even if privacy settings look okay, Copilot requires a specific sub-setting to be active to "read" the data in your sheet to provide suggestions. 

    • Go to "File" > "Options" > "Trust Center" > "Trust Center Settings" > "Privacy Options" > "Privacy Settings". 
    • Scroll down to "Connected Experiences". 
    • Ensure "Enable optional connected experiences" is checked. If it was already checked, uncheck it, click OK, restart Excel, and then turn it back on. This often forces a handshake refresh.

    2/ OneDrive/SharePoint Sync Status 

    • Copilot for Excel only works on files saved to OneDrive or SharePoint with AutoSave turned ON. 
    • Check if the file has a "Sync Pending" or "Upload Failed" icon in the title bar. 
    • If the file is in a "Protected View" (e.g., downloaded from an email), the Copilot menu will often show up as an empty pane. Click Enable Editing.

    3/ Clear the Office Service Token Cache
