    Hello Ryan,
What you’re seeing is Microsoft Authenticator and not a restore bug even though it feels wrong, because the app does not create a full mirror of your old device. Only certain data is backed up, and what comes back depends on the account type and how each account was configured. One‑time passcode entries for third‑party services such as Google, Amazon, or Facebook are restored only if cloud backup was enabled on the old device and restored before signing in on the new device, while passwordless Microsoft accounts and all work or school accounts restore only the account name and require you to sign in again to re‑activate them, otherwise the app appears empty. If backup was never enabled on the old phone or was tied to a different personal Microsoft account or iCloud account, there is nothing to restore and the app will stay blank, even if you sign out and back in. Microsoft also does not allow support to recover Authenticator data if the backup is missing or inaccessible, so re‑adding accounts is unfortunately the only recovery path in those cases. You can verify what is and is not backed up, how restore works, and the known limitations in Microsoft’s documentation and troubleshooting guidance here https://support.microsoft.com/en-us/authenticator/restore-account-credentials-from-microsoft-authenticator https://support.microsoft.com/en-us/authenticator/back-up-your-accounts-in-microsoft-authenticator

When nothing loads from Microsoft Authenticator backup, the behavior is usually expected based on what is actually backed up and how restore works.

Key points about what is restored

    1. Microsoft personal accounts
      • If the account uses only a one-time password (TOTP) code, the codes are available once restored.
      • If the account also uses passwordless sign-in, only the account name is backed up. After restore, each account must be signed in again to re-enable passwordless and approvals.
    2. Work or school accounts
      • Only the account name is restored. After restore, each account must be signed in again.
    3. Third‑party accounts (Amazon, Facebook, Gmail, etc.)
      • The one-time password codes are backed up and should be available once restored.

What to check and do on Android

    1. Confirm backup was actually enabled on the old device
      • On the old device (if still available): Authenticator → Settings → verify Cloud Backup was turned on and tied to the correct Microsoft personal account.
    2. Restore correctly on the new device
      • Before signing in to any account in Authenticator, open the app and select Restore from backup (or Begin recovery).
      • Sign in with the same personal Microsoft account that was used for backup.
      • If Restore from backup is not visible, remove or sign out of all accounts in Authenticator, then reopen the app and try again.
    3. If backup cannot be restored
      • If access to the backup account itself is lost, account credentials cannot be recovered via support. Use the Microsoft account sign-in helper to regain access to the backup account, then try restore again.
      • If restore still does not bring entries back, each account must be added again manually using its QR code or setup key.

Why the app may look “empty” after restore

    • Passwordless and work/school accounts restore only the account name, not full sign-in capability. Each one will require signing in again.
    • If backup was never enabled or was tied to a different Microsoft account, there will be no data to restore, so the app will appear empty.

If you see messages like “Sign in to restore your account” or “Action required” next to accounts, tap the account and complete the sign-in/verification steps so they become usable again.
