What you’re seeing is Microsoft Authenticator and not a restore bug even though it feels wrong, because the app does not create a full mirror of your old device. Only certain data is backed up, and what comes back depends on the account type and how each account was configured. One‑time passcode entries for third‑party services such as Google, Amazon, or Facebook are restored only if cloud backup was enabled on the old device and restored before signing in on the new device, while passwordless Microsoft accounts and all work or school accounts restore only the account name and require you to sign in again to re‑activate them, otherwise the app appears empty. If backup was never enabled on the old phone or was tied to a different personal Microsoft account or iCloud account, there is nothing to restore and the app will stay blank, even if you sign out and back in. Microsoft also does not allow support to recover Authenticator data if the backup is missing or inaccessible, so re‑adding accounts is unfortunately the only recovery path in those cases.
