Thank you for contacting Microsoft Azure Education Support. We appreciate your interest in using Azure for Students / Educators to support teaching, virtual labs, and hands‑on cloud learning at the Academy of Science and Industrial Technology.
Azure for Students, Azure for Students Starter, and Azure Dev Tools for Teaching are only available in countries/regions where Azure is commercially available. If a country does not appear in the sign‑up dropdown (as in the case of Djibouti), it indicates that self‑service activation of Azure Education offers is not currently supported for that region. This behavior is expected and by design. Additionally, Azure Dev Tools for Teaching requires the institution to have a Microsoft Volume Licensing agreement. Availability and eligibility are tied to both regional Azure availability and institutional licensing status.

If your institution later becomes eligible (for example, Azure becomes commercially available in your country or your institution enters a qualifying licensing agreement), these offers can then be managed through the Azure Education Hub.
Regional availability and eligibility for Azure Education programs are governed by Microsoft’s commercial availability and licensing terms. Microsoft cannot bypass country/region restrictions through self‑service sign‑up.
