    What if you see the bladed for Paoyout and Tax profiles in Partner center, but you can't see any valid profiles in there or change anything, while you should be the only owner / windows manager...... billing profile is correct and has it all has been working before. Then i got behind on one Azure bill for 7 days and as a result unable to freshly republish app. Paid all that and then the issue remains up till almost 20 days later, i am still unable to publish marketplace app.... this should all not be happening right?

    Further investigation shows the validate API call returns "This account is not publish eligible due to either an invalid payout, payout on hold, or invalid tax".

    However that's inconsistent to Payout and tax profile assignment, where Tax profile, Payment profile and Verification all have a Complete status.
