It seems that you are experiencing an issue with the folder panel not showing up in Outlook for Mac. Unfortunately, the provided context does not contain specific troubleshooting steps for this particular problem in Outlook on MacOS. However, common solutions for similar issues in Outlook generally include checking the view settings or resetting the view, but since you mentioned that those options are not available, I recommend checking the following:

    1. Restart Outlook: Sometimes, simply restarting the application can resolve display issues.
    2. Check for Updates: Ensure that your Outlook application is updated to the latest version, as updates can fix bugs and improve functionality.
    3. Reset Preferences: If the issue persists, consider resetting Outlook preferences, which can sometimes resolve display issues.
    4. Reinstall Outlook: As a last resort, uninstalling and reinstalling Outlook may resolve persistent issues.

If these steps do not help, you may want to consult Microsoft support or community forums for more tailored assistance regarding Outlook on MacOS.
