I am locked out of a Stored Computer with Windows 7

I’m sorry to hear that you’re in such a difficult position, with the computer being stored for a long time and the password no longer remembered. I’ll just be direct: there is no supported way to sign back into Windows 7 since this version is no longer supported, but there’s still a chance to recover files.

1 - Remove the hard drive and copy the data

Note: this only works if the drive isn’t locked.

• Power off and unplug the computer > open its case.
• Remove the hard drive and connect to another working PC
• Open File Explorer > browse the old drive > Users > old username.
• You might be able to get back your folders and save them to a safe location.
• If you're not confident in doing all that, reach out to a professional technician.

2 - Reinstall Windows 7 / upgrade Windows keeping files

Note:

• This is less likely to work since Dell XPS 9000 is an old model - it might not be suitable for Windows 11
• The closest possibility is Windows 10, but this version is EOS.
• Windows 7 is also no longer supported.

• If you still have the Windows installation media for Windows 7 or 10:
  • Or try Windows 11 installation media: Download Windows 11
• Boot from it > choose Install (or Upgrade if available)
• When prompted, choose to keep existing files.
• Windows will move old data to a folder called Windows.old.
• After installation, open File Explorer and check C:\Windows.old\Users\

If the data on your PC is critical, a professional data recovery service may be an option. They can sometimes recover data from encrypted drives, but it’s often expensive and does NOT guarantee success.
