Hi Folks,

I would like to explore the behaviour for exchange mailbox once removed the E3 / E5 License from the user in hybrid exchange environment.

Currently, an IGA tools will disable the AD account and Entra account with AD AAD sync, removing the M365 E3 / E5 license and hide the mailbox from the address book after the user left the organization.

I am would like know whether the mailbox will be deleted permanently (expecting the email in the mailbox is not recoverable??) once the license removed from the Entra ID account after XX days in such infrastracture and environment since it will impact the design of the rehire scenario of my organization.

Appriciate any response to my question. Thank you.

In a hybrid Exchange environment, when the Microsoft 365 license (such as E3 or E5) is removed from a user, the behavior of the mailbox depends on several factors:

  1. Immediate Disconnection: If the user’s mailbox does not have a hold applied, Exchange Online will immediately disconnect the mailbox when the license is removed. This means that the mailbox will no longer be accessible.
  2. Soft-Deletion: The disconnected mailbox will enter a soft-deleted state. This state lasts for 30 days, during which the mailbox can be restored by reassigning the license to the user. If the license is not reassigned within this period, the mailbox will be permanently deleted and become unrecoverable.
  3. Hybrid Considerations: In a hybrid environment, if a cloud user that is synced from on-premises becomes unsynced and is unlicensed, Exchange Online will delete the user. If the deleted user is unlicensed, you must restore the deleted user before you can reassign their Exchange Online license to recover the mailbox.

Therefore, if the license is removed and not reassigned within 30 days, the mailbox will be permanently deleted, and the emails within it will not be recoverable. This behavior should be considered in your design for rehire scenarios in your organization.

    Hi Choi, Jacky Chun Wing

Thank you for reaching out to Microsoft Q&A forum

Based on your description, the following information might help

Regarding your question about the behaviors for exchange mailbox once removed the E3 / E5 License from the user in hybrid exchange environment:

Technically, the outcome depends on where the mailbox actually resides.

If the user’s mailbox is in Exchange Online, removing the Exchange Online/M365 license puts the mailbox data into a 30-day grace period:

    • If you reassign the license within 30 days, mailbox access is restored.
    • After 30 days, the mailbox data is deleted and can’t be recovered.

Also note that once the license is removed, the mailbox is no longer searchable via eDiscovery/Content Search, even during that grace period

If the mailbox is on-premises Exchange, license removal in Microsoft 365 doesn’t control the on-prem mailbox purge, instead, Exchange Server “disabled/disconnected mailbox” retention applies (default purge window is based on the database MailboxRetention setting, commonly 30 days by default).

You can read here for more information:

Disable or delete a mailbox in Exchange Server

Delete or restore user mailboxes in Exchange Online

Regarding your second concern (Entra ID account removed after XX days and infrastructure impact):

Based on my research, the key point is that “account deletion” and “license removal” are two different triggers with different effects. For Exchange Online, Microsoft’s documented rule is still:

License removal retains mailbox data for 30 days, then deletes it permanently if the license isn’t restored.

From an infrastructure/operational risk perspective, accidental or bulk license removal can disrupt mailbox capability and even impact mail flow (NDRs/misrouting), which is stated in “Exchange Online Delicensing Resiliency” feature to delay the impact of license removal.
