We currently have 3 Dell Latitude 5550 laptops with Windows 11 that will not power off when selecting Start, Power, & Shut Down. They simply restart. We've ensured the BIOS is updated on all 3m ensured all available updates have been installed, and the only way to get then to power down is to perform a hard shutdown.

The issue you are experiencing with the Dell Latitude 5550 laptops not powering off properly may be related to a known problem with Windows 11, version 23H2. According to the information available, some devices might fail to shut down or hibernate after installing certain updates, specifically the January 13, 2026, security update (KB5073455). This issue primarily affects PCs with Secure Launch and Virtual Secure Mode (VSM) enabled, causing them to restart instead of shutting down.

To resolve this issue, it is recommended to install the latest updates for your device, as the problem was fully resolved by updates released on February 10, 2026 (KB5075941). Ensure that your laptops are updated to the latest version to incorporate these fixes.

If the laptops are already updated and the issue persists, you may want to check if Secure Launch or VSM is enabled and consider disabling them as a temporary workaround until the updates are applied.

    Hello Darrin Moon,

What you are describing with the Dell Latitude 5550 units running Windows 11 is a classic symptom of ACPI power state handling being misinterpreted by the OS. When you select “Shut Down,” Windows is issuing an ACPI S5 (soft off) request, but the firmware is instead treating it as S4/S3 and reinitializing the system, which results in a restart instead of a full power‑off. Since you have already updated BIOS and applied all Windows updates, the next layer to check is how Windows is configured to handle shutdown.

First, verify that Fast Startup is disabled. Fast Startup combines hibernation with shutdown, and on some Dell models it can cause the system to reinitialize instead of powering off. You can disable it under Control Panel > Power Options > Choose what the power buttons do > Change settings that are currently unavailable, then uncheck “Turn on fast startup.”

Second, check Group Policy or registry settings for shutdown behavior. In particular, confirm that HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Power does not have custom values forcing hybrid shutdown. Also, ensure that powercfg /h off has been run to disable hibernation if you want a clean S5 shutdown.

Third, look at the Dell Power Manager or SupportAssist utilities. Some of these override ACPI calls and can cause restart instead of shutdown depending on battery health or thermal profiles. Temporarily uninstalling or disabling them can help isolate whether they are interfering.

If none of these resolve the issue, the last step is to test with shutdown /s /f /t 0 from an elevated command prompt. If that command still results in a restart, then the problem is at the firmware/driver layer and Dell will need to provide a fix. Since you mentioned all three laptops behave identically, this points strongly to a model‑specific ACPI implementation issue with Windows 11.

I hope you've found something useful here. If it helps you get more insight into the issue, it's appreciated to accept the answer. Should you have more questions, feel free to leave a message. Have a nice day!
