How to resolve "AADSTS500200: User account 'xxxxxx' is a personal Microsoft account" error

I'm logged in Azure using my personal account. I have created an AI Language resource. I then to go language.cognitive.azure.com to try to create a project. When I try to sign in as the same account that I'm using for Azure, I get this error:

AADSTS500200: "User account '[EMAIL REMOVED]' is a personal Microsoft account."is a personal Microsoft account. Personal Microsoft accounts are not supported for this application unless explicitly invited to an organization. Try signing out and signing back in with an organizational account.

I've seen other posts with "resolutions" that are not resolutions. Why am I not allowed to use the same account that I'm using for Azure? This is another example of a Microsoft error that makes no sense and offers no insight as to how to resolve it. Am I supposed to make a 2nd personal account??
