Visio won't allow me to move an object to its designated position

What a weird Q&A system...

I'm attempting to get help with Visio Professional 2016. I have a document that won't allow me to add or move a shape to a specific location. After dragging and releasing the shape it immediately moves off the drawing page, or to some other location. If I select the object and attempt to nudge it back to it original location as the shape approaches its original location (a few nudges short) it gets bounced back to where I started nudging it from. I don't have snap to grid on. I've done a compatibility check and no compatibility issues were found. I've tried to copy the file, and the same issue is on the copied file. This file is the only one I have issue with.

Any help would be appreciated.
