That is the main issue, the simple solution would be to contact somebody and prove that I own the credentials that purchased the subscription. However, it is practically impossible to get into contact with somebody apart of the support team of microsoft. If I call the numbers the virtual assistant tells me to come here, and if I dial the other numbers they ask me to; it just takes me to simple mobile which will offer arguably no help whatsoever.

My recovery email address no longer exists, and I am paying yearly for a subscription on an account I no longer have access to. I want to know if I have to continue to pay for the subscription or if I can transfer it over to my new one. I've tried talking to a representative or changing the password, but the phone number associated with the original account also no longer exists, and I don't have enough data to get the account recovered even though the purchase on that account was made with a card in my legal name.
I have the order number and payment method, but I would like to have access to the account I bought it on.

Since you do not have access to the verification method (your recovery email address), I'm afraid the only way to recover the account is through the account recovery web form: https://account.live.com/acsr
You'll need to keep trying until you're verified by Microsoft, and you can do this up to 2 times every 24 hours.

Microsoft Support will not be able to grant you access to your account as stated in this article, that they are not permitted to send password resets, access, or even change any details on the account:
While it is not possible to transfer the subscription, please be advised that unless the account owner is able to access the account, subscription cancellation is not possible, and Microsoft personnel cannot retrieve this information.
If you are no longer able to recover your account and since you have been paying for a subscription that you can't access, you will need to reach out directly to your bank and request to freeze all charges from Microsoft, cancelling the subscription renewal in the process.
You may also need to request a new payment method.
