Publish Office Add-in to Marketplace with personal account (without business account)

I am an independent developer and have developed a Typst PowerPoint Office Add-in that is open-source and free. I'd like to deploy my Add-in to the PowerPoint Add-in Marketplace. To do so, one has to create an account in the Partner Center according to the docs. However, with my personal account, I cannot register for the "Microsoft 365 and Copilot" program. Instead, I see the text: "To enroll in one of the following programs Sign in again using your work account."

So how can I then register for a business account? I would like to not add payment details since I don't want to pay anything, but instead provide value to the Marketplace.

Right now, there are many problems with the login:

  • I've created a new business account on this Partner Center enrollment page. I aborted the process when I had to enter payment details. Now, when I try to login to this account, I stumble on an "Access restricted" or "Something did not work" error and cannot login.
  • With my personal account I cannot register for the program in the Partner Center (see the image above).
  • Furthermore, you cannot post feedback / file a ticket as this requires you to select a "Workspace" as required field, which doesn't exist for me. Related: this question. This is likely a bug that prevents customers from reaching out for help.

It would be great if there was an easier way to bring apps to the Office Add-in Marketplace without having to go through all of this. I'm not a business, just a private person that wants to enrich the Marketplace with an open-source and free Add-in. The docs seem to be targeted at companies instead. I firmly believe that also individual contributors coming together on platforms like GitHub & Co. can create valuable Add-ins. With your current Partner Center policies, you are actively preventing this, missing out on valuable contributions from the community.

Thanks a lot for any help. So far, the experience has been quite frustrating.

To clarify, publishing an Office Add‑in to the Microsoft Office Add‑ins marketplace requires enrollment in Partner Center under the Microsoft 365 and Copilot program. At present, this program is designed for organizations and requires signing in with a work or school (Microsoft Entra ID) account, even if the solution itself is free, open‑source, and does not involve monetization. Unfortunately, personal Microsoft accounts (such as Outlook.com, Hotmail, or Live.com) are not supported for Marketplace publisher enrollment.

Partner Center enrollment may also request business and payment information, even for free solutions. While no charges are required to publish a free add‑in, the enrollment workflow currently expects this information and does not provide a streamlined path specifically for individual or open‑source developers.

If the enrollment process is interrupted before completion (for example, prior to finishing account verification), the account may remain in a partially provisioned state. This can result in errors such as “Access restricted” or “Something did not work”, which typically require intervention from Partner Center support to resolve.

The issue you mentioned where a Workspace is required in order to submit feedback or support requests is a known limitation and has been reported by other users as well. At this time, there is no publicly documented workaround available.
