How do I change regions to update my payment details from USA to Germany?

My payment method for my subscription is with a Visa card in USA. I now live in Germany and want to change the payment method to my German credit card. I am unable to change the region when entering the billing detail

Microsoft Office licenses are region-specific. If you want to permanently move the license to a new region, you have to contact Microsoft support.

    I have changed the region in my settings. I have similar problems on other websites, some of which are security features. However one reaches a point where I am unable to access Bank Accounts as levels of security increase.

    #1:

    1. Ensure in Mac Settings or the Apple Store the country is correctly set.

    #2:

    1. Go to the Microsoft Store online.
    2. At the very bottom of any page, select the World icon to choose your language and region.

    #3:

    1. Go to the Your info page of your Microsoft account dashboard: Sign in
    2. Select Edit profile info.
    3. Select the new Country or region from the dropdown list.
