Stuck in password reset loop nightmare

I am stuck in a circle trying to reset my password with Microsoft. I enter my email. I get a code. I enter the code. Then I am asked to enter there hidden part of my email. I enter the hidden part of my email. Then I am asked to enter a code and the same cycle continues. Clearing cache or browser history does not work, Using my phone number does not work. There is no-one I can call because Microsoft just directs to the same website that sends me in the same circle. I had to log on with my school password to post this question. Who can I call to reset my personal Microsoft account?

    From your description, the account recovery process is not completing successfully.

    Please note that Microsoft does not provide a direct phone number for password resets on personal accounts. All recovery must be initiated online. To move forward, I recommend the following steps:

    1. Go to https://account.live.com/password/reset.
    2. Select “I forgot my password” and enter your Microsoft account email.
    3. If the listed recovery options do not work, choose “I don’t have any of these” to access the Account Recovery Form.
    4. Complete the form with as much information as possible (previous passwords, subject lines of recent emails, contacts, etc.). The more accurate the information, the higher the chance of regaining access.
