Since you selected the Office for Android tag, I just want to confirm that Android does not support the Classic version of Outlook, the Classic Outlook experience is only available on Windows desktop.
If you are using a Windows PC, you can download Outlook (Classic) from the official Microsoft website here: Install or reinstall classic Outlook on a Windows PC
You may also try opening the New Outlook desktop app and recheck the top-right corner of the screen to see if there is any button to switch back. If not, click Help > Go to Classic Outlook to see if the option appears there.
