Unable to launch HDInsight (5.1, Hadoop 3.3.4) cluster

I am unable to create an HDInsight 5.1 cluster in the US EAST 2 region.

The deployment fails with: Error Code: FailedToPrepareClusterDocumentsErrorCode

Tried other regions (West Europe, US EAST) as well, with same results.

I double checked quota in my regions

  • Compute - Total Regional vCPUs - 16 of 86
  • Compute - Standard Ev3 - 0 of 10
  • Compute - Standard Dv3 - 0 of 10
  • Compute - Standard D - 0 of 10
  • Azure HDInsight - Total Regional vCPUs - 0 of 300
  • Azure HDInsight - Standard*Family - 0 of 300

I am selecting instance types for nodes to fit into the quota.

Tried multiple variants (e.g. A instances for zookeeper).

I am NOT connecting the cluster to any existing virtual network.

Our team was able to launch HDInsight 4.0 in 2020, deployment history in our account show failed attempts to launch since then.

    Our issue was solved by creating a new Subscription in our azure account and launching a cluster there.
