Operation could not be completed as it results in exceeding approved standardNVSv4Family Cores quota
What does this mean?
This means that your subscription doesn't have the quota to create standard NVSv4 Family sized VMs in the region and you need atleast 8 vCPU cores to create your selected VM size.

you can follow my instructions below to request the adjustable quota to increase Azure VM Instances limit in Southeast Asia region for the VM family standardNVSv4Family.
1. Navigate to this link to start the process:
https://portal.azure.com/#view/Microsoft_Azure_Capacity/QuotaMenuBlade/~/overview
2. Enter quota in the box and click Go
- Set filters for the VM family name "standard NVSv4 Family" and select your subscription and the desired region (in this case, it's SouthEast Asia).
Then on the right, look for the adjustable column and click on the pen icon (edit icon)
- Once you click on that icon, it'll allow you to enter the new limit and submit the request.
It'll run the operation and you can track it in "Activity logs" and once that is done, you can review your quota from the same portal and retry VM creation.
