    with developer tier I am not able to raise technical ticket in azure, if I change my tier tier to basic then will I be able to raise technical ticket for such issues

    It looks like a Transient issue on the APIM on 16th December 2025 which took an automatic upgrade. I also see one outage internally caused on 13th December 2025 which is now resolved.

    Please do let me know if you're still not able to access the APIM Service.
