2/ Have you tried accessing Excel through the web version?

3/ Have you checked if the issue is device-specific or account-related?
How to check:
- Try signing in at https://www.office.comin Safari on the iPad. https://powerpoint.cloud.microsoft/ https://word.cloud.microsoft/ https://outlook.office365.com/
- Try on another device (PC/Mac or phone) using the same account.
4/ How long has this issue been occurring? Did it start recently, and were you able to log in successfully at first? Or did it occur the very first time you tried to access Excel with this account?
