When the Volume Licensing Service Center (VLSC) was replaced by the Microsoft 365 admin center, all existing customers were migrated to the new platform. This means that if your account is currently linked to Microsoft 365, you should have access to manage your volume licensing agreements through the Microsoft 365 admin center. However, if you are unable to download volume licenses for SQL Server 2008 R2 or 2019, it may be due to several factors:
- Account Permissions: Ensure that you have the appropriate volume licensing (VL) role assigned to your account. Without the correct permissions, you may not be able to access certain features or downloads.
- Registration Issues: Verify that you completed the license registration process correctly in the Microsoft 365 admin center. If there are discrepancies with your user ID or if you have not registered your licenses, it may prevent access.
- Legacy Licenses: Some licenses may have specific requirements or may not have been migrated properly. If you had licenses under the old VLSC that are not showing up in the new system, you may need to contact a VL Administrator in your organization or reach out to Microsoft support for assistance.
If your organization is not yet approved to use Microsoft products and services, you may also see restrictions on accessing certain licenses until the review is complete.
