Unable to create any VM size in any UK region despite our quota having availability

Hi, we're having a weird issue with my Partner Success Core Benefits sponsored subscription. Unlike in previous subscriptions we've had like Action Pack or Founders Hub, I am unable to add any VM type in any UK or EU region. Would prefer UK West but happily settle for UK South.
When I tried to add an SQL Server 2025 on Windows Server 2025 (developer edition) for our dev/test purposes, I am told no image sizes for VMs are not available. All sizes are unavailable for both UK regions. I tried EU West/North and US East 2, just for testing and these too are unavailable. I have tried other Windows only VMs or SQL/Windows combos and all give me the same error: Your subscription doesn't support virtual machine creation in UK West (or South). Choose a different location.
Ideally, I'd want to match what we've done in other subs with a B2as v2 VM size or around that tier.
I've tried the automatic support ticket and it keeps pushing me down the Increase Quota support path. I have a regional quote of 0 out of 64 vCPUs available.
I already have 2 Azure Functions (consumption/app service plan), 2 Azure SQL Databases and Web Apps/Services running in this sub.
Any suggestions on how I get this resolved or what support ticket path I should try?

The error you received is
"Your subscription doesn't support virtual machine creation in UK West (or South). Choose a different location."
The root cause behind the above error is that your subscription you are using to create VM is a sponsored subscription, and Microsoft allows to create resources in few regions only.
To get access to create VM resources in other regions you'd be required to raise a regional access request forum from Azure Portal for UK West/UK South region. The process is explained in detailed steps here: https://learn.microsoft.com/en-us/troubleshoot/azure/general/region-access-request-process#solution
Once the request is approved, you'd be able to create VM resources for your region.
