Seeking guidance on whether any free sandbox environments are available for learning purposes in Azure for people residing in Singapore, as well as suggestions to monitor or reduce costs.

Since you already have exhausted your test subscription, you would have to unfortunately move towards Pay-As-You-Go plans to use/learn Azure Resources.

Additionally, if you/your usage fall in any of the below plan categories and you are eligible for it, you can apply for the free subscription and avail the Azure services.
