Cannot deploy any App Service plan after upgrading to Pay-As-You-Go – Current limit for Basic VM is 0

Hello,

I recently upgraded my Azure subscription from Free Trial to Pay-As-You-Go. After the upgrade, I can no longer create any App Service plan, including the Free (F1) plan.

Every deployment fails with an error like:

SubscriptionIsOverQuotaForSku
Current Limit (Free VMs): 0
Amount required: 1

The same happens for Shared (D1) and Basic (B1) plans:

Current Limit (Basic VMs): 0
Amount required: 1

However, in the Quota blade, I do NOT see any Microsoft.Web quotas such as:

Free F1 compute instances

Shared D1 instances

Basic compute instances

Only Microsoft.Compute quotas (like “Basic A Family vCPUs”) appear, and increasing those does not resolve the issue. It seems that App Service quotas were not initialized when the subscription was upgraded.

Region: East US Subscription: Pay-As-You-Go

Could someone from the Azure team help initialize/enable the App Service quotas (F1/D1/Basic) for this subscription?

Thank you!

It appears that after upgrading your Azure subscription from Free Trial to Pay-As-You-Go, the App Service quotas for the Free (F1), Shared (D1), and Basic (B1) plans were not initialized correctly. This can happen sometimes during the upgrade process, leading to the errors you are experiencing when trying to create App Service plans.

To resolve this issue, you can take the following steps:

    1. Check Quotas: Ensure that you are looking at the correct quota blade for App Service. Sometimes, the quotas might not be visible immediately after an upgrade.
    2. Request Quota Increase: If the quotas are still showing as 0, you may need to request an increase in your App Service quotas. You can do this through the Azure portal by navigating to the quota management section.
    3. Contact Support: If the above steps do not resolve the issue, it would be best to contact Azure support directly. They can assist in initializing or enabling the App Service quotas for your subscription.

Make sure to provide them with the details of your subscription and the errors you are encountering for quicker assistance.
