Could you please advise if an exception can be made or if there is any workaround that would allow me to use the same storage account names immediately in the new subscription?
Unfortunately, no. Azure preserves globally unique names for resources, so you cannot create a new Storage Account with the same name until the old Storage Account with that name has been deleted.

As a workaround, you can create new Storage Accounts in another subscription immediately, using a slightly different name as shown below. This avoids downtime and eliminates the need to wait 15 days.
mystorageacct → mystorageacct-prod
mystorageacct → sa-mystorageacct
