Are you using MS 365 Apps, or one of the consumer versions of MS365? While the former does not include Access the latter do. See the following link:

PS: Also note that Access only operates on a Windows desktop. It cannot be installed on a Mac unless a Windows emulator such as Parallels and Windows itself are installed.
