Can't create App Service Plan in UAE North region despite sufficient quota

Thank you for providing the screenshots. This appears to be a typical case of Premium v4 capacity exhaustion in UAE North.

Why this happens

Although the error message refers to “quota”, the actual problem is the physical capacity for Premium v4 VM families in the region.

• The Usage + Quotas page displays limits at the subscription level, not the availability of hardware.
• Raising the quota in the portal will not resolve the issue since it is related to physical capacity rather than your subscription limit.

Could you please follow below suggestions

1. Switch to Premium v3 in UAE North There is ample quota available for Premium v3 families (such as 0 of 31). Premium v3 provides strong performance and is widely accessible. https://learn.microsoft.com/azure/app-service/overview-hosting-plans
2. Create the App Service Plan in a new resource group Using a different resource group can place your plan on another internal cluster. If one cluster is full, another might have space. This method often helps.
3. Deploy in a different region If compliance requirements permit, consider UAE Central or larger regions like West Europe, North Europe, or East US. Premium v4 is generally available in these locations. https://learn.microsoft.com/azure/app-service/app-service-configure-premium-v4-tier
4. If you absolutely need Premium v4 in UAE North right now Open a free support ticket using the current working path (the old “App Service” quota type has been removed for many tenants in late 2025):
   • Portal → Help + support → New support request or directly go to https://portal.azure.com/#create/Microsoft.Support
   • Issue type → Service and subscription limits (quotas)
   • Quota type → Compute VM (cores-vCPUs) subscription limit increases
   • Click Enter details and fill in: • Locations → UAE North • Resource type → App Service • SKU family → PremiumV4 VMs (or the exact one you need, e.g. P1v4 VMs, P2mv4 VMs) • New limit → any higher number (e.g. 100)
   • Description (copy & paste): Premium v4 App Service Plan deployment in UAE North fails with SubscriptionIsOverQuotaForSku / ValidationForResourceFailed despite Usage + Quotas showing 0 used out of 30–61 for all PremiumV4 families. This is physical capacity exhaustion in the region, not a subscription quota issue. Please allocate physical capacity for Premium v4 in UAE North.

As I mentioned in the starter message, I tried all SKUs - v2, v3, v4 and was getting the same error.

That didn't work as well. I even tried to deploy using the different subscription.

I need specifically UAE. UAE Central is not available for the App Service Plan deployment.

I've already tested that approach - the SKUs which have quota 61 or 31 on the screenshot in the initial message. As you can suppose, it didn't work.

Explanation: The Usage + Quotas blade displays subscription limits, but deployment failures can occur if a region’s hardware pool for Premium-tier workers is temporarily full. In these situations, certain regions (like UAE Central) may not show up in the portal for quota requests if App Service isn’t available there.

• Locations >UAE North (already selected – perfect)
• Resource type > App Service
• SKU family >PremiumV3 VMs (you can multi-select PremiumV4 VMs too if the option appears)
• New limit >100 (or any higher number)

I’ve created another quota ticket. There’s no dedicated “description” field for quota tickets, so I added your description as a file. Considering the ticket was resolved in a minute, nobody read that file. I got the increased quota, but I still can’t deploy to the UAE region.

Apologies for delay Based on the behavior you are seeing, this issue is not related to your subscription quota. The error message can be misleading, but in your case the real cause is physical capacity exhaustion in the UAE North region for App Service workers.

Even though the portal shows available quota (0/31, 0/61, etc.), the Usage + Quotas blade only reflects subscription limits. It does not show the actual hardware availability in the region. When the App Service worker pools in a region are full, deployments fail across all SKUs (Pv2, Pv3, Pv4), even if you increase quota.

You can create free Quota request and then on Additional details tab explain that you need

1. Navigate to this link to start the process:

https://portal.azure.com/#create/Microsoft.Support

2. Enter quota in the box and click Go

3. Select Others / Service and subscription limits (quotas) and click Next

4. Click Create a support request button, as shown

5. Select Issue type: Service and subscription limits (quotas), Quota type: Other Requests, click Next

6. On Additional details tab, Enter description for your request
