Hello! I was also stuck with this issue, and I managed to solve it.
- The reason why you get parental consent: It is because your Microsoft account is underage, this was what happened to me and I have no idea how and why my birthdate was entered incorrectly.
- So, the Idea to get out from this parental consent is: Update your Microsoft account birthdate
How to update Microsoft account birthdate (This is what I've done):
- Login with your Microsoft Account (they will ask about parental consent)
- Select I'm a parent or Guardian -> this step will lead you to the Sign In menu, but this time please sign in with different Microsoft Account and acting as a parent
- When you successfully Sign In, then Give consent by selecting Yes, I agree at the bottom of the consent form.
- Then go to: account.live.com/mykids.asp to update your Child's account birthdate (your main account)
