How to create a custom offer in Azure Marketplace (Partner Center) for negotiated customer pricing with full billing support?

I have published a Managed Application in the Azure Marketplace that is available for customers to deploy at a monthly price.

However, a few customers are asking if they can receive a special offer with a negotiated price for a limited time period — for example, a private deal or promotional pricing — and still have Microsoft handle all invoicing and billing, without needing to go through vendor onboarding or separate contracting.

I would like to know:

  1. How can I create such an offer directly from Partner Center → Marketplace Offers?

Can I create a private plan or restricted offer that’s visible only to selected customers (using their Azure subscription IDs or tenant IDs)?

Will this approach ensure that Microsoft handles billing and the customer pays through their Azure bill as usual?

Do I need to duplicate my existing offer or can I just add a new plan under the same offer?

What are the steps in Partner Center to configure pricing, duration, and customer eligibility for the offer?

I want to ensure the offer remains under Microsoft’s invoicing system so that the customer can deploy and pay through their Azure subscription, while I can manage pricing flexibility via Partner Center.

Could someone guide me step-by-step on the best practice or official process to create such private or promotional offers in Partner Center?

    You can use an "ISV-to-customer Private Offer" to provide negotiated pricing while Microsoft continues to invoice the customer on their Azure bill.

    1. Create the private offer (Partner Center)
    2. Partner Center → Marketplace offers → Private offers → Customers → + New private offer
    3. Choose one:
      • Price adjustment to public plan (Eligible offer types include SaaS, Azure VMs, Azure Applications, and Azure containers. This option excludes professional services and the ability to configure absolute pricing for VM software reservations.)
      • New plan with absolute pricing (This option only supports absolute pricing for VM software reservations.)

    You don’t need to duplicate the offer. Either adjust pricing on the existing public plan or add a new private plan under the same offer.

    Customer pays via their Azure invoice; negotiated price applies for the private-offer window.
