When installing Win 11 The first download sits at 0%

I have been having an issue when I have to reinstall Windows. I get through the mini setup, and I am at the screen that says ... update in progress 1 of 3 downloading, and it never starts. It just sits there at zero %. It's frustrating because the reason I typically have to do this is due to a Windows update that has put the computer into a boot cycle where it tries to install that just gets to a certain point and then reboots over and over. So I assume I'm not the only one dealing with this.

Right now, I have been waiting for 3 hours, and the download hasn't started. This happens a lot more than I would like. The mini setup is frustrating because I don't have access to any tools to troubleshoot it. If I try and reboot, I have to do the mini setup all over again and pick another administrator account. In the past, when I had to do this, I could end up with three or four admin accounts. I mean, it's just a download. Why is it so hard?

It's almost like there is an issue with connecting to the source file repository, wherever that is.

Any hits as to what is going on would be appreciated.

    3. Multiple Administrator Profiles Each time setup is restarted, a new temporary profile may be created, leading to multiple admin accounts and confusion during login. This is a known side effect of interrupted setup cycles.

    Recommended Steps:

    A) Ensure Stable Internet Access: Connect to a reliable, unrestricted network before starting setup. Avoid captive portals or VPNs during this phase.

    I have this too. It stems from poor software design where the core functions of an operating system are not working out of the box without an internet connection. While having updates is important, it is something that can be done later on most alternative operating systems, the basic core software should still boot up on any fundamentally working operating system. That said, I switched to mobile hotspot and it became fine. Likely my home wifi network having issues or it's just simply too slow because I have 6 other family members living in the same house, sharing multiple devices on the same network.
