User Execution of EXE Without Admin Privileges (Hybrid Join)

I need a help , I have exe file present on some users machine and the requirement is that users should be able to run that perticular exe whenever they need to. However, they don’t have admin permissions. Please suggest the best way to manage this. The machines are Intune hybrid joined, so please suggest the best approach.

    Are the devices co-managed? If yes, then move the device configuration workload to Intune and setup endpoint privilege management.
