Based on your description, it looks like the issue is caused by missing admin permissions on your account. To troubleshoot it, you need to contact your organization's Global Administrator. They are the only ones who can recheck and grant you the necessary role. You can forward these instructions to them:
Navigate to Users: In the left-hand navigation pane, go to Users > Active users.
Select the User: Find and click on the name of the user who needs access.
Manage Roles: In the user's details pane that opens on the right, select the Account tab.
Below user name and email, click on Manage roles.
Select Admin center access and check the box for Exchange Administrator. This could help provides comprehensive access to all Exchange Online features.
After the role has been assigned, it can take from 15 minutes to an hour for the permissions to fully propagate through Microsoft's systems. You may need to sign out and sign back in, or clear your browser cache, to see the changes.
Ensure you are logging into the correct Exchange admin center at: Exchange Admin Center
