The error 'Too many requests' appears if Microsoft servers detect repeated unusual activity in your account, or someone has tried to request the Verification code Multiple times. Sometimes the issue might automatically resolve after 24 hours, don't make repeated sign-ins as this might reset the time lock.
If you're still experiencing the same issue, try connecting your PC to a different Wi-Fi network, such as a Mobile hotspot network, and see if you can sign in with your Microsoft account here.
- On your PC, open any web browser and select the incognito/private browsing tab.
- Go to the link here and sign in -https://account.live.com/proofs/Manage
- Instead of typing your password, select 'Use a different verification method' and request the OTP to your alternate email address or Phone number and sign in.
- If you've signed in successfully, first enable two-factor authentication in your account. Then, on the same page, click Sign out everywhere.
This will sign you out of most of the websites that you're logged into within 24 Hours.
You can then clear your browsing History, Cache, and cookies on your default web browser.
Then, sign in with your Microsoft account here to access all of your files and see if it works.
