Can we redistribute the D3DCompiler_47_cor3.dll from Microsoft Direct X. Can we redistribute without a separate commercial license?

This is regarding D3DCompiler_47_cor3.dll, which is a Microsoft DirectX DLL.

When we publish a .NET 8.0 application as a self-contained application, D3DCompiler_47_cor3.dll appears as a dependent DLL in the executable folder. Can this DLL be distributed with our application without requiring a separate commercial license?

We are already distributing .Net applications to run on windows OS machine.

Please advise.
