Why can't I Geo-redundant restore to a paired region?

We had a PostgreSQL Flexible Server set up with Geo-redundant backups in our personal Azure subscription. We are now switching to a new subscription (for the Azure credits for startups). We are setting up the database here and on testing the geo-redundant restore, we noticed it cannot set up a server in the paired region.

The screenshots display that I checked the box for restoring to paired region. However, in the new server's details it says the original region as the location.

We figure this has something to do with the fact that we cannot deploy in all regions under the subscription started with the Azure credits. As we already had problems trying to deploy in e.g. west-europe.

For our SLA we need the possibility to deploy in paired regions.
