Why can't I Geo-redundant restore to a paired region?

We had a PostgreSQL Flexible Server set up with Geo-redundant backups in our personal Azure subscription. We are now switching to a new subscription (for the Azure credits for startups). We are setting up the database here and on testing the geo-redundant restore, we noticed it cannot set up a server in the paired region.
The screenshots display that I checked the box for restoring to paired region. However, in the new server's details it says the original region as the location.
We figure this has something to do with the fact that we cannot deploy in all regions under the subscription started with the Azure credits. As we already had problems trying to deploy in e.g. west-europe.
For our SLA we need the possibility to deploy in paired regions.

what might be happening:
- Subscription Limitations: When switching to a new subscription, particularly one using Azure credits, certain services or regions may have limitations. Not all Azure regions are available for every type of subscription, which can affect where you can deploy resources.
- Paired Region Restrictions: For Geo-redundant backups, the restoration can typically only occur in a paired region. Your new subscription may not support deployment in the specific paired region you’re attempting to use.
- Restore Configuration: When you checked the box for restoring to the paired region, it should generally allow for specifying that region. If it still shows the original region in the server's details, this could be tied to the aforementioned subscription restrictions or possibly a UI glitch.
To investigate further can you confirm the following details
- What specific regions are you allowed to deploy to in your new subscription?
- Is your Original server and new server has same region? If yes which region?
