Based on your descriptions, I have researched in all material documents from Microsoft, but there is no official confirmation for this feature. According to this link: Office Web Viewer: View Office documents in a browser | Microsoft 365 Blog, it's a service that creates Office Web Viewer links. We can use it in website or blog (e.g., recipes, photo slide show, a menu, or a budget template) to let users read files online without downloading. In my opinion, this service is free, as it does not allow people edit the Office files. Like no activated Office apps, they are in view only mode.
Per my research, Office Online Viewer can help create links for Office file to open Office file in browser. It seems similar to Office for the web. The public viewer (view.officeapps.live.com) is a free service with no paid or enterprise version and it is not recommended for production use. It may be used with third-party hosted files, but it is not officially supported for production use and there is no official support or guarantees for using it in commercial or production – grade applications.
