In this situation, since backup codes, alternate MFA methods, and phone support are not available and the only admin account has been locked out, I believe this is the most viable option.
You will need to access the Enterprise Collaboration and Productivity Tools | Office 365 E5
From there, register for an E5 trial license (to avoid incurring any charges). Once the trial license is active, you can use it to create a new tenant. This will allow you to log in to the Microsoft 365 Admin Center and raise a support ticket through the portal.

Note: To avoid any unexpected charges, please make sure to manage your billing settings carefully and cancel the subscription before the trial period ends.
