Unfortunately, as of right now, you cannot change the download folder location within Microsoft Teams on macOS. While the ability to change the download location exists in the Windows version of Teams, it's not yet rolled out for the macOS version.

You'll need to manually move downloaded files from your macOS Downloads folder to your desired location after each download.
