I signed up for the Microsoft 365 Developer Program using the email **PII removed**, selected Personal Use by mistake, and did not receive a sandbox tenant. I have since tried to create a new developer account with a new email, but now I’m blocked from re-enrolling because my phone number is already in use. Please reset or delete my Developer Program account and release my phone number so I can re-enroll for a sandbox tenant with the same email.

You cannot reset or delete your developer program account yourself if you’ve locked due to phone\email issue. You must contact the service and support team using the below link:

Microsoft 365 Customer Service and Support - Microsoft Support

You can contact using chat or call according to your preference and Microsoft 365 developer program.

Hello, whatever you did, it didn't work. I am still locked out of signing up for a sandbox account because my phone number is still being used by my old developer account which doesn't have sandbox acccess. Please fully delete my old Developer Program tenant and release my phone number for use with my new account. Thank you!!

Yeah, no change. I'm stuck. I can't get my phone # released because I signed up as Personal Use when I wanted sandbox access. Now I can't create a new account because my phone # is locked up. I've been told this issue can't be handled here, but don't seem to get through anywhere else.
