The only way to redeem a gift card is by verifying your phone number. If you’re getting an "We don't support that country code" error also, it’s because that this feature has been disabled in some countries including The Philippines.
When I contacted Microsoft Support, they explained that this decision doesn’t come directly from Microsoft and that it may take some time before the issue is resolved.
The best thing you can do right now is reach out also to Microsoft Support to confirm and ask for further clarification.
