
This sounds like they have complete access and control of your home network if they are able to treverse on all your devices that are connected.
127.0.0.1 is the standard location for your internal devices which are private IP addresses separate from your internet connection. These particular IP addresses will go through your router and your router then provides a Public IP address to connect to the internet which is provided by your Internet Service Provider (ISP). This cannot be disabled.
This sounds like they are definetely operating with Malware that is sniffing your traffic/network. It's impossible for a hacker to gain access to your system(s) without Malware being involved, so it is highly likely hidden somewhere (potentially at the router level).
If nothing you do is solving the issue, from monitoring and uninstalling software/files, and using other devices and they are too affected, then the only best solution to prevent this continued nightmare is the following:
- Disconnect ALL devices connected to your home network.
- Factory Reset all your devices that appear compromised, including your Router (this should remove any potential hidden malware running on your devices(s) and network) - Speak to your ISP on the situation as they should best advise.
- Any accounts that may be compromised, change the passwords immediately (ideally do this once your devices are fully reset/wiped and on a network that is not compromised).
- There are few advanced router firmware solutions you can adopt to increase security on your network, one is called DD-WRT (https://dd-wrt.com/).
Hackers may use the cloud as their commad-and-control servers to run malware, or use cloud-ran penetration tools using VM (Virtual Machine) environmets such as AWS (Amazon Web Servives) in order to obsfucate and carry out advanced threats whilst maintaing higher level of anonymity, though to iterate, this does not mean there isn't any Malware.
I wish you the best in getting this sorted, but as this is quite an extreme situation, you need to use extreme measures to erase the persistant threat.
