Transitioned from Skype to Teams on personal computer. The search by Name never works... mostly you need to use the email with the account to use the Search feature (to add a person).
Why does the name not work?
There are no settings for this and no Admin control. i Its personal use of Teams.
** The TaG feature here does NOT list personal Teams...so I selected Development since it is NOT for Education nor Business (did anyone at Microsoft even review the usability of this form?)

You won't be able to find somebody on Teams if they're not your contacts.
For search you really have to use email of the person which you want to find, or you/they should go to Teams -> open Chats -> in the bottom you will have a button "Invite to Teams", copy this link and give it to the person.
There's no particular identificator which you can give other than that, what used to be "Skype Name" in Skype
