Low CTR on Microsoft Ads campaign for Bluehost promo page

I'm running a campaign via Microsoft Advertising to promote a Bluehost coupon landing page – https://flashvoucher.com/store/bluehost and similar.

Despite targeting high-intent keywords and using responsive ads, the performance is much lower than on Google Ads.

I'm wondering:

Does Microsoft Ads treat affiliate-style pages differently?

Are there optimization strategies specifically for promo/coupon pages on Microsoft Ads?

Is there any documentation on how landing page structure affects quality score on MS Ads?
