Is not possible to create free account in Azure

I have problems accessing the free Azure trial, I have tried two emails, hotmail.com and outlook.com and both say "Not suitable for an Azure subscription" In the registration process, it never shows me the verification step by sending SMS to the indicated phone number (mobile phones from Argentina), and the data verification step with a credit card. On the other hand, I can't upload those numbers to my Microsoft account either, rejecting the (+54) country code. I have consulted several forums, but I can't find a solution. The accounts and phones used, never had an Azure subscription. I appreciate help to determine the problem and find a solution.
