I understand that you are unable to get the referral code to apply for the new Microsoft for Startups investor offering.

As mentioned in the Microsoft for Startup FAQs,

If you're working with an affiliated investor, you may be eligible for additional credits, benefits, and support. Ask your investor for a referral code and then contact Microsoft for Startups support. If your investor doesn't have a code, please direct them to this form where they can express interest in becoming part of our Investor Network.

And to apply for Microsoft for Startups Investor Offer:

Startup must be affiliated with an investor who is a part of the Microsoft for Startups Investor Network. Please note that we cannot publicly share the list of participating investors. To obtain a referral code, you'll need to contact your investor (accelerator or VC) directly.
