can not create Shopping campaign or Product ad campaign

I am following this instruction (https://help.bingads.microsoft.com/#apex/3/en/51060/1) to create my first shopping campaign, but I just can not find "shopping campaign"

My stored has been approved, I data feed 9 records, 8 are active and 1 is still pending. The work flow is Campaigns->Create Campaign, I got "What's the goal of this campaign?" and "Research & other tools", THERE IS NO "shopping campaign" or  "Product ad campaign" option.

Am I missing something, please help out.

Without putting out your personal information - May I ask what country you are located in? Shopping is not yet available Globally.

Product ads are only available in the United States for PCs, tablets, and smartphones, and in the United Kingdom and Australia for PCs and tablets.

    the store is located in Canada, but I am targeting US client. I also tried VPN US IP address, still can not create shopping campaign.

    The shopping campaigns is not available to me, I attached screenshot, my store ID is 65654, datafeed is good... T

    Apologies for the confusion. Below "What's the goal of this campaign" do you see an option for "Sell products with Bing Shopping Campaigns"?
