I am looking to sign up for "Bing Ads", but on the "publisher" side. I have been getting the "run-around" when trying to get ahold of anyone, to ask them where I am supposed to sign up.
I am looking to be a publisher, and put "bing ads" on my site.

Currently Microsoft PubCenter is not accepting new Publishers for website publishing. However as we expand our Windows Apps and Developments - we do have some great new opportunities for app developers. If you are an app developer you can signup at http://pubcenter.microsoft.com/

I apologize for my delayed response. At this time I am not aware of an new Website monetization options in the Microsoft Pubcenter. That is because currently all Content advertising is running in Mobile Apps.
This platform seems to be to monetize "applications", more than a "website" itself. Do you guys ever plan on opening back up the publishing platform for websites?
