why can't I crate my chatbot?

I filled out everything concerning the creation of the chatbot, but it says AAD App creation failed

    This means you don’t have permission to create Azure AD applications. You’ll need the App Admin or Cloud App Admin role. In some cases, your org may have restricted app registrations, which an admin can update in Azure AD settings. Also, try clearing your browser cache or using an incognito window, as session issues can sometimes cause this error
